Enforce ADR-0022's request/file/attachment/archive-expansion, Project/Organization storage, and Organization entity-count limits with streaming accounting, atomic reservation, cleanup of incomplete artifacts, bounded queries, explicit errors, and continued read/export/delete/admin remediation while an Organization is at or above a ceiling.
